China (Hainan) International Tropical Agricultural Products Winter Trade Fair (hereinafter referred to as the winter Trade Fair) is the only tropical agricultural exhibition in the country, which is an important window to show Hainan's "agriculture, rural areas and farmers". It is of great significance to promote the quality and efficiency of modern agriculture with tropical characteristics in Hainan, promote the income of farmers, promote the precise poverty alleviation, and enhance the brand influence and market competitiveness of agricultural products.

China (Hainan) International Tropical Agricultural Products Winter Trade Fair (hereinafter referred to as "winter trade fair") is jointly sponsored by the Ministry of agriculture and rural China, China Council for the promotion of international trade, China national supply and marketing cooperatives and Hainan Provincial People's government. It has been successfully held for 21 consecutive sessions and is the only tropical agricultural exhibition in the country. With the promotion of the construction of Hainan Free Trade Zone, the 2019 Winter Fair will be guided by the market, explore the form of "government led, market-oriented operation", and introduce the market main body for the first time for market-oriented operation.

As an important platform for agricultural exchanges and cooperation between "one belt and one road" and "maritime Silk Road", the 2019 Winter Fair will be held in Hainan International Convention and Exhibition Center from December 12th to 16. With the theme of "open cooperation, green development and Rural Revitalization", the Winter Fair has set up four pavilions and 34 exhibition areas along the national exhibition area, international agricultural product brand hall, agricultural industry poverty alleviation exhibition hall, China agricultural brand Museum and agricultural equipment exhibition area, with a total area of about 80000. At the same time, the exhibition held 12 major activities, including tropical fruit and vegetable purchasing conference, professional buyers and sellers conference, investment promotion conference of agricultural investment projects, agricultural products production and marketing docking activities in poverty-stricken areas in South China, Hainan agricultural products online trade and professional purchasing group negotiation and signing ceremony, national supply and Marketing Cooperative System Cooperation Summit Forum and agricultural investment promotion project promotion conference. At that time, relevant national ministries and commissions, industry associations (alliances) will attend the conference, and nearly 500 news media at home and abroad will report the exhibition in an all-round way.

Arrangement of key activities

There are 12 key activities arranged by the Organizing Committee of this winter fair. The specific contents are as follows:

（1） Press conference. It will be held before and after the exhibition. The first press conference was held on the morning of December 11 and mainly briefed on the progress of preparations for the Winter Fair. The second press conference was held on the afternoon of December 16 and mainly briefed on the achievements of the Winter Fair. The meeting was convened by the Organizing Committee and invited leaders of relevant units and journalists from mainstream media and news organizations to attend. The Provincial Department of agriculture and rural areas is responsible for organizing the implementation.

（2） Opening ceremony. (time: 9:00, December 12) held in Hainan International Convention and Exhibition Center Square. Leaders of all organizers, undertakers and co organizers, important domestic and foreign VIPs, exhibitors from all provinces, cities and counties, as well as representatives of all participating enterprises are invited to attend. The main agenda includes a speech by the provincial and ministerial leaders and the opening of the Winter Fair. The Provincial Department of agriculture and rural areas is responsible for organizing the implementation.

（3） Agricultural products production and marketing docking activities in poverty-stricken areas of South China. (time: 15:00-17:00, December 12) held in the promotion area of Hall B, organized exhibitions, negotiations and docking of agricultural products in poverty-stricken areas in Jiangxi, Guangxi, Shaanxi, Jilin, Heilongjiang and other provinces. Invite relevant city and county exhibitors, government staff and purchasers to attend. The Department of market and information technology of the Ministry of agriculture and rural areas and the Provincial Department of agriculture and rural areas are responsible for organizing the implementation.

（4） Professional buyers and sellers conference. (time: December 13th 10:30-12:00) in the early stage, the buyers and sellers were discussed and booked through the online professional buying and selling system. At the scene, the international buyers, buyers groups and domestic supermarkets, wholesale market purchasers, distributors groups, and the "one to one" form of buying and selling meeting of Hainan's leading agricultural enterprises and farmers cooperatives were launched at the scene to facilitate on-site signing. Contract, purchase order implementation, etc.

（5） Hainan agricultural products online transaction and professional purchasing group negotiation signing ceremony. (time)

Room: 10:30-12:30, December 12) in the multi-functional hall of the Convention Center of Hainan International Convention and Exhibition Center. Organize domestic and foreign professional purchasing groups, national key wholesale markets and supermarket chain groups to carry out online trading activities of Hainan agricultural products, and negotiate and sign contracts with representatives of key production enterprises and farmers' cooperatives in our province. The Provincial Department of agriculture and rural areas is responsible for organizing the implementation.

（6） 2019 national strategy and tropical agriculture summit. (time: December 13-14) held in Haikou, invited domestic and foreign agricultural experts to discuss the innovative development of tropical agriculture and the development direction of tropical agriculture at home and abroad in the form of keynote speech, high-end dialogue and theme forum, so as to provide an international platform for the development, exchange and cooperation of tropical agriculture. The Provincial Department of agriculture and rural areas and Hainan Daily newspaper group are jointly responsible for organizing the implementation.

（7） Investment promotion meeting for agricultural investment projects. (time: 9:00-11:00, December 13) held in the multi-functional hall of the Convention Center of Hainan International Convention and Exhibition Center. Organize representatives of domestic and foreign financing institutions, investors and key leading enterprises to participate in the promotion of Hainan's modern agricultural development and agricultural investment projects. The Provincial Department of agriculture and rural areas and the provincial rural credit cooperatives are jointly responsible for the organization and implementation.

（8） Boao International Summit on Rural Revitalization and beautiful countryside. (time: 9:00-12:00, December 13) held at the Boao Forum for Asia International Conference Center, Qionghai City. Invite leaders of relevant government departments, practitioners of Rural Revitalization and beautiful rural construction in all provinces, experts and scholars at home and abroad, representatives of agriculture, tourism, culture and tourism projects (enterprises) around the world, major domestic news media and other guests to attend. The Organizing Committee of Boao International Summit on Rural Revitalization and beautiful countryside is responsible for organizing and implementing the summit.

（9） Hainan tilapia promotion activity. (time: 14:30-17:30, December 13) held in the multi-functional hall of the Convention Center of Hainan International Convention and Exhibition Center. Organize representatives of relevant domestic enterprises and purchasers to participate in the promotion of Hainan tilapia and processed products. The Provincial Department of agriculture and rural areas is responsible for organizing the implementation.

（10） Hainan agricultural products cooking innovation competition. (time: 9:00-12:00, December 13) held in Hainan International Convention and Exhibition Center Square. Organize famous chefs of hotel and catering enterprises in Hainan Province to carry out food cooking innovation competition with featured agricultural products of cities and counties in Hainan as raw materials. The Provincial Federation of trade unions shall be responsible for organizing the implementation, and the provincial Hotel and Catering Association shall undertake the implementation.

（11） 2019 forum for reform and development of supply and marketing cooperatives. (time: 9:00-17:30, December 11) held in the multi-functional hall of the Convention Center of Hainan International Convention and Exhibition Center. Organize representatives of key leading enterprises and farmers' cooperatives in the national supply and marketing cooperative system, and representatives of key production enterprises and farmers' cooperatives in our province to participate. The provincial supply and marketing cooperation association is responsible for organizing the implementation.

（12） Chinese and foreign journalists focused on Winter Fair and other activities. During the Winter Fair, CCTV channel CCTV7 focused on the column of "agriculture, rural areas and farmers" to report the Winter Fair, displaying Hainan's rich and colorful agricultural products and leisure agriculture. And organize 100 news media reporters to promote the popularity and influence of the Winter Fair. The Provincial Department of agriculture and rural areas is responsible for organizing the implementation. In addition to the 12 key activities uniformly arranged by the organizing committee, the municipal and county governments, relevant units and social organizations shall actively hold special promotional activities such as agricultural products negotiation and trade, agricultural investment promotion and project investment promotion during the exhibition, and make full use of and give full play to the brand influence of the Winter Fair.

This Winter Fair has 34 pavilions (areas) with a total area of about 80000m2. Among them, there are 30 indoor exhibition halls (areas) with an area of 36900 ㎡; and 4 outdoor exhibition areas with an area of 43100 ㎡. Welcome hall, hall a, Hall C and outdoor exhibition area all adopt market-oriented operation mode to attract investment and exhibition. Hall B will be invited by the government. The specific layout is as follows:

（1） Welcome hall. It is set up as a national exhibition area along the road. It will display "one belt and one road" national high-quality agricultural products, agricultural fresh products and processed products, and agricultural products logistics and packaging technology.

（2） Hall a. It is set up as the international agricultural product brand hall, displaying the characteristic agricultural products and processed products of the "one belt and one road" country and region.

（3） Hall B. It is set up as a poverty alleviation exhibition hall of agricultural industry, which is composed of two exhibition areas. The first is the exhibition area of agricultural products in poverty-stricken areas in South China; the second is the exhibition area of poverty-stricken agricultural products in cities and counties, consisting of 19 exhibition areas in cities and counties.

（4） Hall C. It is set up as China agricultural brand hall, which is composed of 8 exhibition areas. First, the exhibition area of national brand agricultural enterprises; second, the exhibition area of Hainan agricultural leading enterprises; third, the exhibition area of agricultural reclamation; fourth, the exhibition area of Hong Kong and Macao; fifth, the exhibition area of Qiongtai cooperation; sixth, the exhibition area of supply and marketing cooperatives; seventh, the exhibition area of forestry; Eighth, the exhibition area of agricultural financial services.

（5） Outdoor exhibition area. Agricultural equipment exhibition area, food street, brand promotion street and public leisure area are set outside the exhibition hall, which are composed of 5 parts. The first is the opening ceremony and promotion square, which is located in the east of the square outside the exhibition hall; the second is the agricultural equipment exhibition area, which is located in the east of the square outside the exhibition hall; the third is the food street, which is located in the east of the square outside the exhibition hall; the fourth is the brand publicity street, which is located in the East, West and south entrance of the exhibition hall to the opening ceremony platform; the fifth is the "Dongdong" net red brand street, which is located in the west of the square outside the exhibition hall.
