Vietnam is located in the east of Southeast Asia's Indochina Peninsula, bordering China's Guangxi and Yunnan in the north, bordering Laos and Cambodia in the west, with superior geographical position. It is one of the members of the association of Southeast Asian Nations and one of the members of the WTO. Since Vietnam reached free trade agreements with South Korea, Eurasian Economic Union and ASEAN and came into force, Vietnam's foreign trade has grown substantially, expanding its foreign import and export markets. Among them, Vietnam imported 65.438 billion US dollars of Chinese goods, up 11.7% year on year, and Vietnam exported 41.268 billion US dollars of Chinese goods, up 16.6% year on year. In the first four months of 2019, Vietnam China trade volume reached US $33.24 billion, up 11.58% year on year.

Vietnam has 2360 rivers with a total length of more than 10 kilometers, which are rich in water resources. However, due to the lack of material infrastructure and financial resources, the utilization rate of water resources is low, and the rainfall distribution is uneven, leading to serious water shortage in the country. Vietnam's water supply market has huge development potential. Although 78% of the urban population can enjoy the water delivered by pipeline, only 44% of the rural population can enjoy the water delivered by pipeline. In more than 600 cities and towns in China, more than 300 of them can't use the water supplied by pipeline. In some big cities such as Ho Chi Minh and Hanoi, the water supply still can't catch up with the rapid development of the city. At the same time, the problem of water pollution is also very serious, which has aroused the main concern of the government. The government is actively taking effective measures to solve the problems of water resource management, supply, purification and sewage treatment. The Vietnamese government plans that by 2020, 90% of the urban population can use clean and safe drinking water, and 100% of the urban sewage can be further collected and treated.
