I) evaluation items
1. In 2019, agricultural enterprises participating in Heilongjiang pesticide machinery fair are qualified to apply (including aviation chemical operation companies participating in aviation chemical operation of the whole province).
2. Agricultural enterprises with large sales volume, good reputation, active participation in and support of Heilongjiang pesticide machinery fair and outstanding contribution are preferred.

II) selection procedure
1. Enterprise declaration
According to the relevant requirements put forward by the Organizing Committee of Heilongjiang plant protection information exchange and pesticide machinery fair, all enterprises shall fill in the application form of "Longjiang plant protection guard cup * * * agricultural enterprises" (to be obtained from the Organizing Committee). The application form must be submitted to the Organizing Committee of Heilongjiang plant protection information exchange and pesticide machinery fair before November 10, 2019.
2. Primary evaluation of audition for basic users
According to the application, the organizing committee will distribute the list of application enterprises to 10000 grassroots farmers and technicians in the province for public opinion evaluation, and preliminarily select 20 enterprises to be selected according to the feedback.
3. Provincial evaluation
