The central bank raised US $1 billion for reconstruction
Iraqi leaders are eager to show the country's commercial oriented environment. In August 2017, the Central Bank of Iraq issued its first bond in more than a decade to raise $1 billion for reconstruction. Six months later, the National Investment Commission (NIC) released a list of 157 important reconstruction and development projects and is actively seeking foreign direct investment (FDI) to cover the estimated cost of $100 billion.
The list focuses on infrastructure restoration and economic diversification, including the reopening of Mosul International Airport, the construction of new freight and passenger railways from Mosul to Basra, and the opening of billions of dollars worth of subway systems - Baghdad (line 2), Basra (line 5) and Karbala (monorail), among others. Sixteen proposals require at least $500 million, of which the most ambitious are estimated to be worth an average of $10.1 billion. At the same time, NIC plans to establish four professional economic zones - Babylon (heavy industry), Diwaniya (agriculture and agricultural phosphate), Ninewa (fine processing machinery) and Baghdad (advanced network, information and renewable energy technology).
