In the "Proposal of the Central Committee of the Communist Party of China on Formulating the 14th Five Year Plan for National Economic and Social Development and the Long Range Objectives Through the Year 2035", integrated circuits, artificial intelligence, quantum information, and other fields are listed as important areas that require "strengthening national strategic scientific and technological capabilities" during the 14th Five Year Plan period. In order to better leverage the supporting, leading, and empowering role of the electronic information manufacturing industry in the industrial sector, the "14th Five Year Plan for the Development of Shanghai's Electronic Information Industry" issued by the Shanghai Municipal Commission of Economy and Information Technology sets specific goals, stating that by 2025, the scale of Shanghai's electronic information industry will exceed 2.2 trillion yuan, and it is expected to initially build a world-class electronic information industry cluster with global influence and competitiveness.
