Philippine offshore wind power outbreak

Philippine President Marcos issued Executive Order No. 21 on April 19, 2023, guiding the country's Department of Energy to develop policies and executive orders for offshore wind energy development. The executive order is expected to accelerate offshore wind energy development in the Philippines and help achieve the country's goal of renewable energy accounting for 35% of its energy structure by 2030.

The Philippine Department of Energy and the World Bank Group estimated in their April 2022 roadmap report on offshore wind power development that the Philippines may install up to 21GW of offshore wind power by 2040.

British Corio will carry out 3GW of offshore wind power in the Philippines. Corio Generation will install up to 3 GW of offshore wind power in the Philippines and prepare to push the offshore wind power project to the upcoming auction in the country.. These projects, including fixed bottom wind farms and floating wind farms, are planned to be located near the coasts of Kavit, Bataan Mindoro, Iloilo, and Jimaras.

Spain's Blueflood to Develop 7.6GW Offshore Wind Power Project in the Philippines

Spanish offshore wind developer Blueffat Energy will build a 7.6GW offshore wind project portfolio in the Philippines. The investment portfolio will be divided into four locations: Central Luzon, Southern Luzon, Northern Luzon, and Southern Mindoro Island. The company has obtained wind energy service contracts for these sites, with each site having a capacity between 1.5 gigawatts and 3.5 gigawatts.

The Copenhagen Infrastructure Partnership (CIP) has signed a 25 year offshore wind power service contract with the Philippine Department of Energy (DOE), involving three offshore wind farms with a total capacity of 2 gigawatts. CIP became the first company to conduct offshore wind power development in the country with 100% foreign investment. CIP plans to develop these three offshore wind farms near Camarines Norte and Camarines Sur, Northern Samar, and Pangasinan and LaUnion.
